Among local constraints for economic growth, however, is the long-standing problem of an underskilled labor force, a consequence of poor manpower development systems.\nRecognizing that over fifty-five percent (55%) of the island's population is under twenty-five (25) years of age, literate and highly trainable, the Legislature finds an urgency in the restructuring of summer youth employment and job training programs designed to meet the occupa-tional training needs of this segment of Guam's current and future labor force.\nIt is therefore the declared purpose of this Chapter, to establish a comprehensive program for summer employment and training programs to assist youth to develop their maximum occupational potential and to afford job training opportunities that will lead to productive career development and employment.","path":["Title 19: Personal Relations","Division 2 - Youth-Related Government Services","Chapter 21: Summer Employment and Training Programs for Youth"],"source_url":"https://col.guamcourts.gov/sites/default/files/19gc021.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T04:05:08Z","sha256":"fce816b4993ccf05bb1fbbc353f8c9f6f137c6a3f86212a717bbc153aa466945","source_id":"us-gu","stale":false,"prev":"us-gu/19-gca-21101","next":"us-gu/19-gca-21103"},"notice":"GroundRules: Original legal text.
