Village Representation:\na. One (1) representative from each organized village with a population below 5,000.\nb. Two (2) representatives from each village with a population between 5,000 and 10,000.\nc. Three (3) representatives from each village over 10,000 population.\n2. School Representation:\na. One (1) representative from each private and public junior high school.\nb. One (1) representative from each private and public senior high school with a student body below 1,000.\nc. Two (2) representatives from each private and public senior high school with a student body above 1,000.\nd. Three (3) representatives from the University of Guam. e.
