{"data":{"id":"us-gu/2-gca-9101","jurisdiction":"us-gu","citation":"2 GCA § 9101","heading":"Restrictions Against Unfunded Appropriations.","body":"All bills that have an effect upon the revenues or the expenditure of any funds of the government of Guam shall identify a specific funding source for which funds are, in fact, available. Any bill for which a fiscal note indicates that no funds, or insufficient funds, are available shall not be reported out of the Standing Committee for Legislative Session, unless one (1), or a combination, of the following are met:\n1. the bill identifies a specific alternate funding source for which funds are available, and for which a fiscal note has been prepared which indicates that funds are available;\n2. de-appropriates from a previous appropriation for which funds are available, and for which a fiscal note has been prepared which indicates that funds are available; or\n3. a written certification is provided by the Chairperson of the Standing Committee that a situation exists which threatens the safety, health and welfare of the community.","path":["Title 2: Legislative Branch","Chapter 9: Fiscal Accountability Act of 1999"],"source_url":"https://col.guamcourts.gov/sites/default/files/2gc009.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T02:08:48Z","sha256":"d86c1446a6d6ea9344b0f7710c31f277c7fc33d90c8cec108561081ad1877bd0","source_id":"us-gu","stale":false,"prev":"us-gu/2-gca-8101","next":"us-gu/2-gca-9101.1"},"notice":"GroundRules: Original legal text.
