{"data":{"id":"us-gu/22-gca-5302","jurisdiction":"us-gu","citation":"22 GCA § 5302","heading":"Statement of Public Policy.","body":"In the interpretation of this Chapter and in determining the jurisdiction and authority of the courts of the territory, as such jurisdiction and authority are defined and limited in this Chapter, the public policy of the territory is declared as follows:\nUnder prevailing economic conditions, developed with the\naid of governmental authority for owners of property to organize\nin corporate and other forms of ownership association, the\nindividual unorganized worker is commonly helpless to exercise\nactual liberty of contract and to protect his freedom of labor, and\nthereby to obtain acceptable terms and conditions of employment;\nwherefore, though he should be free to declare to associate with\nhis fellows, it is necessary that he have full freedom of association\nand self-organization, and in the designation of representatives of\nhis own choosing, to negotiate the terms and conditions of his\nemployment, and that he be free from the interference, restraint, or\ncoercion of employers of labor, or their agents, in the designation\nof such representatives or in self-organization or in other\nconcerted activities for the purpose of collective bargaining or\nother activities of mutual aid or protection; therefore, the\nfollowing definitions of and limitations upon the jurisdiction and\nauthority of the courts of the territory are enacted.","path":["Title 22: Business Regulation","Division 1 - Labor Regulations","Chapter 5: Guam Employment Relations Act","ARTICLE 3"],"source_url":"https://col.guamcourts.gov/sites/default/files/22gc005.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T04:16:58Z","sha256":"f8aaea38544807dcc0f0be48e6b1c0a5d2b81ebd1446a3cac0f6fc4b096a4f3f","source_id":"us-gu","stale":false,"prev":"us-gu/22-gca-5301","next":"us-gu/22-gca-5303"},"notice":"GroundRules: Original legal text.
