The Chief Procurement Officer of the General Services Agency, shall serve as the central procurement officer of Guam with respect to supplies and services. The Director of Public Works shall serve as the central procurement officer of Guam with respect to construction.\n(b) Power to Adopt Operational Procedures. Consistent with the provisions of this Chapter, the Chief Procurement Officer and the Director of Public Works may adopt operational procedures governing the internal functions of their procurement operations.\n(c) Duties.\n(1) Except as otherwise specifically provided in this Chapter, the Chief Procurement Officer shall, in accordance with regulations promulgated by the Policy Office:\n(A) procure or supervise the procurement of all supplies and services needed by Guam;\n(B) exercise general supervision and control over all inventories of supplies belonging to Guam; and\n(C) establish and maintain programs for the inspection, testing and acceptance of supplies and services.\n(2) Except as otherwise specifically provided in this Chapter, the Director of Public Works shall, in accordance with regulations promulgated by the Policy Office:\n(A) procure or supervise the procurement of all construction needed by Guam; and\n(B) establish and maintain programs for the inspection, testing and acceptance of construction.","path":["Title 5: Government Operations","Division 1 - Laws Applicable to Executive Branch","Chapter 5: Guam Procurement Law","ARTICLE 2: PROCUREMENT ORGANIZATION","SUBARTICLE B: GENERAL SERVICES AGENCY"],"source_url":"https://col.guamcourts.gov/sites/default/files/05gc005.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T02:17:18Z","sha256":"4bf8828a37e8c818133b049111482a8206f4173b37c4386006975fda7a49fcd7","source_id":"us-gu","stale":false,"prev":"us-gu/5-gca-5112","next":"us-gu/5-gca-5114"},"notice":"GroundRules: Original legal text.
