Stat. § 125C-23","heading":"Set-aside system.","body":"The chief energy officer of the Hawaii state energy office shall adopt rules establishing a petroleum products set-aside system. The purpose of this system shall be:\n\n(1) The protection of public health, safety, and welfare;\n\n(2) The maintenance of public services, utilities, and transportation, including emergency and essential intrastate air transport services;\n\n(3) The maintenance of agricultural operations, including farming, horticulture, dairy, fishing, and related services;\n\n(4) The preservation of economically sound and competitive industry, through the equitable acquisition and distribution of petroleum products; and\n\n(5) The promotion of efficiency, with minimum economic disruptions, during a shortage of petroleum products.\n\nThe rules establishing the set-aside system shall be adopted in accordance with chapter 91.","path":["HI Code","Division 1","Title 10","Chapter 125C"],"source_url":"http://www.capitol.hawaii.gov/hrscurrent/Vol03_Ch0121-0200D/HRS0125C/HRS_0125C-0023.htm","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:11Z","sha256":"2b43abef9c402c0354e96a262a7695f3b2db048f3bc299b6c9b9d49f7b23fee4","source_id":"us-hi","stale":false,"prev":"us-hi/haw.-rev.-stat.-125c-22","next":"us-hi/haw.-rev.-stat.-125c-3"},"notice":"GroundRules: Original legal text.
