Stat. § 302L-2","heading":"Early learning system.","body":"There is established an early learning system that shall ensure a spectrum of high-quality early learning opportunities for children throughout the State, from prenatal care until the time they enter kindergarten, with priority given to underserved or at-risk children. The early learning system shall be developed and administered by the executive office on early learning to the extent permissible by law. The early learning system shall:\n\n(1) Be widely accessible and voluntary for both those served and program and service providers;\n\n(2) Be a cohesive, comprehensive, and sustainable system in which:\n\n(A) All existing early learning programs and services, whether publicly- or privately-run, which consist of a variety of early learning approaches, service deliveries, and settings, including center-based programs, family child care programs, family-child interaction learning programs, and home-based instruction programs designed to promote early learning, are coordinated, improved, and expanded;\n\n(B) Public and private resources are maximized; and\n\n(C) The use of public facilities for either publicly- or privately-run early learning programs is maximized;\n\n(3) Provide high-quality early learning experiences with:\n\n(A) Standards-based content and curriculum, and accountability; and\n\n(B) Sufficient numbers of well-qualified educators and administrators who are fairly compensated and have access to continuing professional development;\n\n(4) Offer opportunities for family and community engagement and parent education and support; and\n\n(5) Be sensitive to family choice and cultural diversity.","path":["HI Code","Division 1","Title 18","Chapter 302L"],"source_url":"http://www.capitol.hawaii.gov/hrscurrent/Vol05_Ch0261-0319/HRS0302L/HRS_0302l-0002.htm","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:11Z","sha256":"ca607b6a6bbf09810c683e97d9fb62165216ec305e3f44b38e1a6c63919a6d13","source_id":"us-hi","stale":false,"prev":"us-hi/haw.-rev.-stat.-302l-11","next":"us-hi/haw.-rev.-stat.-302l-3.5"},"notice":"GroundRules: Original legal text.
