The interstate compact on educational opportunity for military children is hereby enacted into law and entered into by the State of Hawaii as a party, and is in full force and effect between the State and any other state joining therein in accordance with the terms of the compact, which compact is substantially as follows:\n\nARTICLE I\n\nPURPOSE\n\nThe purpose of this compact is to remove barriers to educational success imposed on children of military families because of frequent moves and deployment of their parents by:\n\n(1) Facilitating the timely enrollment of children of military families and ensuring that they are not placed at a disadvantage due to difficulty in the transfer of education records from the previous school district or variations in entrance and age requirements;\n\n(2) Facilitating the student placement process through which children of military families are not disadvantaged by variations in attendance requirements, scheduling, sequencing, grading, course content, or assessment;\n\n(3) Facilitating the qualification and eligibility for enrollment, educational programs, and participation in extracurricular academic, athletic, and social activities;\n\n(4) Facilitating the on-time graduation of children of military families;\n\n(5) Providing for the adoption and enforcement of administrative rules implementing the provisions of this compact;\n\n(6) Providing for the uniform collection and sharing of information between and among member states, schools, and military families under this compact;\n\n(7) Promoting coordination between this compact and other compacts affecting military children; and\n\n(8) Promoting flexibility and cooperation between the educational system, parents, and the student to achieve educational success for the student.\n\nARTICLE II","path":["HI Code","Division 1","Title 18","Chapter 311D"],"source_url":"http://www.capitol.hawaii.gov/hrscurrent/Vol05_Ch0261-0319/HRS0311D/HRS_0311D-0001.htm","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:11Z","sha256":"b73c69fd76facb342040d4c2941aa8e11e08c236139ec7a8ae70c8eecdae81b7","source_id":"us-hi","stale":false,"prev":"us-hi/haw.-rev.-stat.-309-4","next":"us-hi/haw.-rev.-stat.-311d-2"},"notice":"GroundRules: Original legal text.
