Stat. § 431:10C-102","heading":"Purpose.","body":"(a) The purpose of this article is to:\n\n(1) Create a system of reparations for accidental harm and loss arising from motor vehicle accidents;\n\n(2) Compensate these damages without regard to fault; and\n\n(3) Limit tort liability for these accidents.\n\n(b) To effectuate this system of motor vehicle insurance and to encourage participation by all drivers in the motor vehicle insurance system:\n\n(1) Those uninsured drivers who try to obtain the privilege of driving a motor vehicle without the concomitant responsibility of an ability to compensate adequately those who are injured as a result of a motor vehicle accident are to be dealt with more severely in the criminal or civil areas than those who obtain the legally required motor vehicle insurance coverage;\n\n(2) Those persons truly economically unable to afford insurance are provided for under the public assistance provisions of this article.","path":["Hawaii Code","Division 2","Title 24","Chapter 431"],"source_url":"http://www.capitol.hawaii.gov/hrscurrent/Vol09_Ch0431-0435H/HRS0431/HRS_0431-0010C-0102.htm","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:11Z","sha256":"967b67e0d83f9182c2d84f43a632d33e8077aaa251ebc82c9e50221ee6379227","source_id":"us-hi","stale":false,"prev":"us-hi/haw.-rev.-stat.-431-10b-114","next":"us-hi/haw.-rev.-stat.-431-10c-103"},"notice":"GroundRules: Original legal text.
