Stat. § 431N-3","heading":"State health insurance program established.","body":"There is established within the department of health the state health insurance program whose goals shall be to:\n\n(1) Subsidize health care coverage for gap group individuals, including but not necessarily limited to outpatient primary and preventive care;\n\n(2) Encourage the uninsured who can afford to participate in existing health plans to seek that coverage;\n\n(3) Discourage individuals who are already adequately insured from seeking benefits under the state health insurance program;\n\n(4) Assure that those persons who have the ability to pay for all or part of their coverage be appropriately assessed by the contractors on a sliding fee scale basis; and\n\n(5) Ensure that the state health insurance program is affordable to gap group individuals.\n\nThe program shall be funded by legislative appropriations made to the department of health.","path":["HI Code","Division 2","Title 24","Chapter 431N"],"source_url":"http://www.capitol.hawaii.gov/hrscurrent/Vol09_Ch0431-0435H/HRS0431N/HRS_0431N-0003.htm","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:11Z","sha256":"10b0695efb07df80c57c6a5d3801b37513218a319346f0c71ea8a1281844c10f","source_id":"us-hi","stale":false,"prev":"us-hi/haw.-rev.-stat.-431n-2","next":"us-hi/haw.-rev.-stat.-431n-4"},"notice":"GroundRules: Original legal text.
