(a) The board may issue a temporary permit to a practical nurse or registered nurse licensed in another jurisdiction who:\n\n(1) Completes an application on a form prescribed by the board;\n\n(2) Pays all applicable fees to the board as prescribed by administrative rules;\n\n(3) Provides proof of a valid and unencumbered license in another state, territory, or country by way of a license verification from the other state, territory, or country, or Nursys license verification report as prescribed by administrative rules; and\n\n(4) The board has determined that no disciplinary action has been taken or is pending with a nursing authority.\n\n(b) The board may issue a temporary permit to a nurse who currently holds a multistate license issued by another state, territory, or country; provided that the individual:\n\n(1) Completes an application on a form prescribed by the board;\n\n(2) Pays all applicable fees to the board as prescribed by administrative rules;\n\n(3) Provides proof of a valid and unencumbered multistate license in another state, territory, or country by way of a Nursys license verification report as prescribed by administrative rules. For purposes of this subsection, a \"multistate license\" means a license to practice as a licensed practical nurse or registered nurse issued by a home state licensing board that authorizes the licensed nurse to practice in all party states under a multistate licensure privilege; and\n\n(4) The board has determined that no disciplinary action has been taken or is pending with a nursing authority.\n\n(c) A temporary permit shall be issued only to an applicant who has been appointed or accepted employment with a single health care entity in the State listed in section 321-11(10).\n\n(d) A temporary permit shall be issued within ten business days of the date the completed application is received by the board and shall be valid for a period of no longer than six months from the date of issuance.\n\n(e) Beginning July 1, 2025, notwithstanding sections 457-7 and 457-8, an out-of-state registered nurse or licensed practical nurse may apply for a temporary permit based on the requirements of subsections (a) or (b), simultaneously with an application for a license to practice as a registered nurse or licensed practical nurse in the State. Any out-of-state registered nurse or licensed practical nurse applying simultaneously for a temporary permit and license to practice shall be required to submit only one application with a single, non-refundable fee as prescribed by the board. A temporary permit pursuant to this subsection shall be issued within ten business days of the date the completed application is received by the board; provided that all criteria in subsections (a) or (b), and (c) have been met; provided further that the temporary permit issued pursuant to this subsection shall be valid until the time the board approves the individual's application for a license to practice as a registered nurse or licensed practical nurse but no longer than one year.","path":["HI Code","Division 2","Title 25","Chapter 457"],"source_url":"http://www.capitol.hawaii.gov/hrscurrent/Vol10_Ch0436-0474/HRS0457/HRS_0457-0013_0005.htm","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:11Z","sha256":"01fee303225326bb3c4cd428f71e241eb60b7a184b682a331d7edb1806d6de41","source_id":"us-hi","stale":false,"prev":"us-hi/haw.-rev.-stat.-457-13","next":"us-hi/haw.-rev.-stat.-457-14"},"notice":"GroundRules: Original legal text.
