The board shall recommend to the general assembly that the general assembly place a substance in schedule V if any substance is not already included therein and the board finds that:\na. The substance has a low potential for abuse when compared with the substances listed in schedule IV;\nb. The substance has currently accepted medical use in treatment in the United States; and\nc. The substance has limited physical dependence or psychological dependence liability when compared with the controlled substances listed in schedule IV.\n2.
