A person shall not establish, operate, or maintain a psychiatric medical institution for children unless the person holds a license as a comprehensive residential facility for children under chapter 237, and holds a license under this chapter.\n2. In addition to the requirements under subsection 1, a person shall not provide substance use disorder services at a psychiatric medical institution for children unless the person holds a license under section 125.13.
