Operate with a deficit or use deficit financing for administration of this chapter.\n2. Expend moneys from the account in a manner that is not authorized pursuant to section 184A.6.\n3. Become involved in supporting a political campaign or issue, by making a contribution of moneys from the account, either directly or indirectly, to any political party or organization or in support of a political candidate for public office.
