The licensee violates any provision of this chapter.\n2. When the agency is maintained in such a way as to waste or misuse funds contributed by the public or without due regard to sanitation or hygiene or to the health, comfort, or well-being of the child cared for or placed by the agency.\n3. The licensee or the licensee’s agents violate any law of the state in a manner disclosing moral turpitude or unfitness to maintain the agency.\n4. The agency is operated by a person of ill repute or bad moral character.\n5.
