Control the conservation area acquired by the director of transportation.\n2. Protect all scenic easements.\n3. Maintain, improve, and beautify according to plans made under section 308.4, subsection 2, all conservation areas, including the establishment of off-road-vehicle trails, equestrian trails and hiking paths.\n4.
