Unless otherwise specified in this chapter, adopt rules necessary to implement this chapter pursuant to chapter 17A.\n2. Prohibit land disposal of specific components of the waste stream for which the department has developed and implemented a strategy for alternative disposal according to the waste management hierarchy.\n3. Establish by rule standards for the acceptance of recyclable or rebatable products at redemption centers.
