The administrator may by rule or order exempt from any provision of this article the following:\na. A proposed takeover offer or a category or type of takeover offer which the administrator determines does not have the purpose or effect of changing or influencing the control of a target company.\nb. A proposed takeover offer for which the administrator determines that compliance with the sections is not necessary for the protection of the offerees.\nc. A person from the requirement of filing statements.\n2.
