A person shall not act as, or represent that the person is, a public adjuster or an independent adjuster in this state unless the person is licensed under this chapter.\n2. A license as an adjuster shall not be required of any of the following:\na. A staff adjuster; however, staff adjusters shall comply with all other provisions of this chapter not including section 522C.7.\nb. An attorney licensed to practice law in the state when acting within their professional capacity as an attorney.\nc.
