{"data":{"id":"us-id/idaho-code-56-2602","jurisdiction":"us-id","citation":"Idaho Code § 56-2602","heading":"legislative findings and intent.","body":"(1) The legislature finds that:\n(a) Medicaid participation is voluntary and subject to reasonable conditions imposed by the state as a steward of public funds;\n(b) Employment decisions based on merit and professional qualifications promote patient trust and high-quality care; and\n(c) Employment practices unrelated to job-related qualifications or business necessity undermine program integrity, workforce competency, and the efficient use of public funds.\n(2) It is the intent of the legislature to:\n(a) Ensure that health care employment and contracting decisions funded by medicaid are based on individual merit, qualifications, and clinical competency;\n(b) Prohibit the use of state medicaid funds to support ideological or discriminatory employment practices; and\n(c) Preserve compliance with all applicable federal civil rights and medicaid requirements.\n(3) Nothing in this chapter is intended to authorize discrimination prohibited by federal law or to interfere with patient-specific medical decision-making.","path":["TITLE 56 PUBLIC ASSISTANCE AND WELFARE","CHAPTER 25 [26] MERIT-BASED HEALTH CARE ACT"],"source_url":"https://legislature.idaho.gov/statutesrules/idstat/title56/t56ch26/sect56-2602/","current_through":"2026 Legislative Session","vintage":"","retrieved_at":"2026-09-04T14:19:24Z","sha256":"3db6ac6fe2e3b4cef474f6a20c92b43bdfe3b7a1578f3fe25e123b3719073130","source_id":"us-id","stale":false,"prev":"us-id/idaho-code-56-2601","next":"us-id/idaho-code-56-2603"},"notice":"GroundRules: Original legal text.
