{"data":{"id":"us-il/110-ilcs-66-15","jurisdiction":"us-il","citation":"110 ILCS 66/15","heading":"Withholding of official transcripts.","body":"(a) An institution of higher education:\n(1) must provide an official transcript of a current or former student even if the current or former student owes a debt if the student requests the official transcript to:\n(A) complete a job application;\n(B) transfer from one institution of higher education to another;\n(C) apply for State, federal, or institutional financial aid;\n(D) join the United States Armed Forces or Illinois National Guard; or\n(E) pursue other postsecondary opportunities;\n(2) may not condition the provision of an official transcript to a current or potential employer on the payment of a debt, other than a fee charged to provide the transcript; and\n(3) may not charge a higher fee for providing an official transcript or provide less favorable treatment for such a request because a current or former student owes a debt.\n(b) Nothing in this Section prohibits an institution of higher education from adopting a more lenient policy on providing an official transcript to a current or former student who owes a debt.","path":["CHAPTER 110 HIGHER EDUCATION","Student Debt Assistance Act."],"source_url":"https://www.ilga.gov/legislation/ILCS/details?ActID=4312\u0026ChapterID=18\u0026ChapAct=FullText\u0026Print=True","current_through":"at least Public Act 104-790","vintage":"","retrieved_at":"2026-09-15T04:46:27Z","sha256":"d004aa5e307f7ed6591a2496e36af7b10e69f93504bca33459e7c0fc9919fc3e","source_id":"us-il","stale":false,"prev":"us-il/110-ilcs-66-10","next":"us-il/110-ilcs-66-20"},"notice":"GroundRules: Original legal text.
