The Director of the Department on Aging, in conjunction with the Director of the Department of Public Aid shall prepare and implement a plan to transfer all personnel, materials, books, records, appropriations and equipment related to \"Services to Older People\" in the Department of Public Aid as described in Article VIII of, \"The Illinois Public Aid Code\", to the Department on Aging by the effective date of this Act.
