The Department specifically may claim federal reimbursement through the Department of Healthcare and Family Services under the \"Medicaid Waiver\" provisions of Section 1915(c) of the Social Security Act, as amended, for providing community services to recipients of medical assistance under Article V of the Illinois Public Aid Code.
