That person has applied in writing in form and substance to the Department; and\n(1) (Blank);\n(2) Is of good moral character, the determination of which shall take into account but not be totally based upon any felony conviction of the applicant; and\n(3) Has graduated from a high school or secondary school or its equivalent; and\nB.
