Who establishes that the person is a person of good moral character; and\nB. Who has passed an examination approved by the Department to determine the person's competency to obtain a license to practice as an examiner; and\nC. Who has been conferred an academic degree, at the baccalaureate level, from an accredited college or university; and\nD.
