A SECTION of P.L.28-1988 does not affect:\n(1) rights or liabilities accrued;\n(2) penalties incurred;\n(3) crimes committed; or\n(4) proceedings begun;\nbefore the effective date of that SECTION. Those rights, liabilities, penalties, crimes, and proceedings continue and shall be imposed and enforced under prior law as if that SECTION of P.L.28-1988 had not been enacted.","path":["TITLE 1.
