(a) As used in this chapter, \"qualified member\" refers to a member of the Indiana National Guard or a reserve component of the armed forces of the United States who is:\n(1) a state employee; and\n(2) called to active duty (as defined by section 23(a) of this chapter).\n(b) The term includes a full-time or part-time state employee.
