(a) A service animal shall be under the control of its handler at all times while on the premises of a public accommodation.\n(b) A service animal shall have a harness, leash, or other tether, unless the:\n(1) handler is unable because of a disability to use a harness, leash, or other tether; or\n(2) use of a harness, leash, or other tether would interfere with the service animal's safe, effective performance of work or tasks;\nin which case the service animal must be under the handler's control by other effective means, such as the use of voice control or signals.","path":["TITLE 16.
