(a) Subject to review by the state budget committee under section 6 of this chapter, the DUAB shall determine the fiscal and qualitative indicators to be used for evaluating the financial condition of each school corporation.\n(b) The fiscal indicators under subsection (a) may include the following factors:\nAnnual capital expenses compared to total capital assets\nAverage daily membership (ADM)\nCommon school fund loans\nControlled project fund referendum revenue\nDebt to assessed value and debt to ADM ratios\nEducation fund referendum revenue\nFederal revenues\nFund cash balances by fund and overall\nFund deficits and surpluses by fund and overall\nFund deficits and surpluses combining the education and operations fund and debt\nGross expenditures per ADM\nInterfund transfers\nOperating deficit or surplus\nOutstanding debt and annual debt service obligations\nQualitative indicators as set forth in subsection (c)\nSalaries and benefits\nSeven (7) year trend lines using state fiscal years\nState tuition support\nAny other fiscal indicator determined by the DUAB.\n(c) The qualitative indicators under subsection (a) may include the following factors:\nFailure to make required contributions or transfers\nIssuance of judgment bonds\nMissed debt payments\nMissed payroll\nPast due vendor payments\nAny findings related to the financial condition of the school corporation by the Indiana education employment relations board\nAny other qualitative indicator determined by the DUAB.","path":["TITLE 20.
