This section applies after June 30, 2018. \"High value program\" means a career and technical education program that the department of workforce development recognizes as:\n(1) having a high employment demand and a high average wage level;\n(2) having a moderate employment demand and a high average wage level; or\n(3) having a high employment demand and a moderate average wage level.","path":["TITLE 20.
