The commission may impose a civil penalty of not more one thousand dollars ($1,000) on a:\n(1) customer who signs another person's name to a statement required under section 4(1) of this chapter; or\n(2) merchant who sells cigarettes by delivery sale to a person less than twenty-one (21) years of age.\nThe commission shall deposit amounts collected under this section into the Richard D.
