(a) \"Expenditure\" means a disbursement (whether characterized as an advance, a deposit, a distribution, a gift, a loan, a payment, a purchase, or a contract or promise to make a disbursement) of property (as defined in IC 35-31.5-2-253) that:\n(1) is made for the purpose of influencing:\n(A) the nomination or election to office of a candidate;\n(B) the election of delegates to a state constitutional convention; or\n(C) the outcome of a public question; and\n(2) is made by:\n(A) an individual, except that a contribution made by an individual is not considered to be an expenditure;\n(B) a candidate's committee;\n(C) a regular party committee; or\n(D) a political action committee.\n(b) Whenever funds are transferred from one committee to another, the disbursing committee is considered to be making an expenditure in the amount of the funds transferred.","path":["TITLE 3.
