The refusal or failure of an employee in the state classified service to do any of the following is sufficient grounds for the employee's dismissal by the appointing authority:\n(1) The employee willfully refuses or fails to appear before:\n(A) a court or judge;\n(B) a legislative committee; or\n(C) an officer, board, or body authorized to conduct a hearing or inquiry.\n(2) After making an appearance, the employee refuses to testify or answer questions relating to:\n(A) the affairs or government of the state; or\n(B) the conduct of any officer or employee.","path":["TITLE 4.
