As used in this chapter, \"vulnerable population\" includes:\n(1) individuals receiving services:\n(A) under IC 12;\n(B) from the department of child services established by IC 31-25-1-1;\n(C) through the criminal justice system or the juvenile justice system;\n(D) from the department of education as students who are at risk or exceptional learners; and\n(E) from the department of workforce development;\n(2) young persons of color; and\n(3) other individuals recognized by the board as members of a vulnerable population.","path":["TITLE 4.
