Each applicant for a recognized meeting permit must file with the commission a list of the personnel to be employed during the racing meeting. The list must include the names of the:\n(1) identifier;\n(2) starters;\n(3) racing secretary;\n(4) handicapper;\n(5) clerk of the course;\n(6) paddock judge;\n(7) patrol judges;\n(8) track veterinarian;\n(9) track physician;\n(10) mutuel manager;\n(11) director of security; and\n(12) other positions designated by the rules of the commission;\nthat the applicant proposes to employ during the racing meeting.
