(a) This section does not apply to:\n(1) law enforcement officers; or\n(2) reporters or other media employees assigned to cover events at a racetrack.\n(b) A person must be a licensee in order to:\n(1) participate in racing at a racetrack or at a satellite facility that permits the pari-mutuel form of wagering;\n(2) work in any capacity for a permit holder or an employee or a subcontractor of a permit holder; or\n(3) be eligible to receive owner, breeder, or stallion awards under IC 4-31-11-15.","path":["TITLE 4.
