In determining whether to grant a vendor's license to an applicant, the commission shall consider the character, reputation, experience, and financial integrity of the following:\n(1) The applicant.\n(2) A person that:\n(A) directly or indirectly controls the applicant; or\n(B) is directly or indirectly controlled by the applicant or by a person that directly or indirectly controls the applicant.","path":["TITLE 4.
