As used in this chapter, \"minimum broadband Internet\" means a connection to the Internet that provides an actual speed of at least twenty-five (25) megabits per second downstream and at least three (3) megabits per second upstream, regardless of the technology or medium used to provide the connection.","path":["TITLE 4.
