As used in this chapter, \"terrorist act\" means an act that:\n(1) involves a violent act that is dangerous to human life;\n(2) violates a criminal law of the United States or of any state or that would be a criminal violation if committed within the jurisdiction of the United States or of any state;\n(3) appears to be intended to:\n(A) intimidate or coerce a civilian population;\n(B) influence the policy of a government by intimidation or coercion; or\n(C) affect the conduct of a government by assassination or kidnapping; and\n(4) occurs primarily outside the territorial jurisdiction of the United States or transcends national boundaries because of the:\n(A) means by which the act is accomplished;\n(B) persons intended to be intimidated or coerced; or\n(C) place in which the person that commits the act operates or seeks asylum.","path":["TITLE 5.
