(a) When the purchasing agent determines it is in the best interests of the governmental body:\n(1) a solicitation may be canceled; or\n(2) offers may be rejected;\nin whole or in part as specified in the solicitation.\n(b) The reasons for a cancellation of a solicitation or rejection of offers must be made a part of the contract file.","path":["TITLE 5.
