No public agency other than the department of financial institutions may adopt or enforce a rule or other regulation that would have the effect of prohibiting, restricting, or impairing the ability of an individual or business to do any of the following:\n(1) Operate a node for the purpose of connecting to a blockchain protocol and participating in the operation of the blockchain protocol.\n(2) Develop software on a blockchain protocol.\n(3) Transfer digital assets to another individual or business using a blockchain protocol.\n(4) Participate in staking on a blockchain protocol.","path":["TITLE 5.
