To facilitate the removal of abandoned vehicles or parts, a public agency may:\n(1) employ personnel;\n(2) acquire equipment, property, and facilities; and\n(3) enter into towing contracts;\nfor the removal, storage, and disposition of abandoned vehicles and parts.
