{"data":{"id":"us-ky/krs-1.020","jurisdiction":"us-ky","citation":"KRS 1.020","heading":"Kentucky State Plane Coordinate System.","body":"(1) The Kentucky State Plane Coordinate System, which is hereby adopted, means a\nsystem of plane coordinates which have been established by the National Oceanic\nand Atmospheric Administration, through its National Geodetic Survey, for\ndefining and stating the geographic positions or locations of points on, within, or\nabove the surface of the earth within the Commonwealth of Kentucky.\n(2) For this system, the Commonwealth, through the Commonwealth Office of\nTechnology, under KRS 42.650 and advised by the Geograp hic Information\nAdvisory Council, under KRS 42.740, shall establish and publish a series of layered\nzones covered by geodetically referenced mapping projections adopted and\nsupported by the National Geodetic Survey as a component of the National Spatial\nReference System. Each series of zones shall be identified by the geodetic datum\nupon which they are defined and each zone shall remain uniquely and consistently\ndefined throughout its implementation within a particular series.\n(3) One (1) U. S. survey foot equals (1200)/(3937) meter. For conversion of meters to\nU. S. survey feet, multiply the meters by 3.28083333333 to twelve (12) significant\nfigures. One (1) international foot equals 0.3048 meter exactly. For conversion of\nmeters to international feet, mult iply the meters by 3.280839895. Unless otherwise\noriginally established for an existing series, the base unit of linear measure for\ndefining all zones within each series of the Kentucky State Plane Coordinate\nSystem shall be the meter. The specific constan t for converting distances within\neach zone from the meter to the customary foot shall be:\n(a) The U.S. survey foot conversion factor as originally and exclusively specified\nfor any existing series; and\n(b) The international foot conversion factor exclusively for each subsequent series\nestablished hereafter.\n(4) The plane coordinate values to be used for expressing the geographic position or\nlocation of a point in the appropriate zone of the Kentucky State Plane Coordinate\nSystem shall consist of two (2) di stances expressed in customary feet and decimals\nof a foot or meters and decimals of a meter. When the values are expressed in\ncustomary feet, the meter to foot conversion factor for the respective Kentucky State\nPlane Coordinate System series, as specifie d in subsection (3) of this section, shall\nbe used. One (1) of the distances, to be known as the \"North y -coordinate,\" shall\ngive the distance north of the X axis. The other, to be known as the \"East x -\ncoordinate, \"shall give the distance east of the Y axi s. The Y axis of any zone shall\nbe parallel with the central meridian of that zone. The X axis of any zone shall be at\nright angles to the central meridian of that zone.\n(5) For purposes of describing the location of any survey station or land boundary\ncorner in the Commonwealth of Kentucky, it shall be considered a complete, legal,\nand satisfactory description of the location to give the position of the survey station\nor land boundary corner on the Kentucky State Plane Coordinate System.\n(6) Nothing contai ned in this section shall require a purchaser or mortgagee of real\nproperty to rely wholly on a land description any part of which depends exclusively\nupon the Kentucky State Plane Coordinate System.\n(7) When any tract of land to be defined by a single des cription extends from one (1)\ninto multiple mutually adjacent zones, the position of all points on its boundaries\nshall be referred exclusively to one (1) of the multiple zones. The zone which is\nused shall be named in the description.\n(8) No coordinates b ased on the Kentucky State Plane Coordinate System, purporting\nto define the position of a corner on a land boundary, shall be presented to be\nrecorded in any public land records or deed records unless the corner has been tied\nto a control monument or stat ion established by conforming to the standards of\naccuracy for boundary surveying as specified by administrative regulations duly\npromulgated under KRS Chapter 322.\n(9) The use of the term \"KENTUCKY STATE PLANE COORDINATE SYSTEM\" on\nany map, report of surv ey, or other document shall be limited to coordinates based\non the Kentucky State Plane Coordinate System as defined in this section.\n(10) If any provision of this section or the application thereof to any person or\ncircumstance is held invalid, the invali dity shall not affect other provisions or\napplications of the section which can be given effect without the invalid provision\nor application, and to this end the provisions of this section are severable.\n(11) The provisions of this chapter shall not be con strued to prohibit the appropriate use\nof other geodetic reference networks.","path":["KRS Chapter 1"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=50299","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:20Z","sha256":"cc6d6b5c2509fe730a4531af0517062d8ed5df90f1d1a00546ec398826ba0db2","source_id":"us-ky","stale":false,"prev":"us-ky/krs-1.010","next":"us-ky/krs-1.100"},"notice":"GroundRules: Original legal text.
