{"data":{"id":"us-ky/krs-107.130","jurisdiction":"us-ky","citation":"KRS 107.130","heading":"Assessment against benefited properties -- Determination of assessment","body":"ratio -- Special assessment.\nThe sum required annually for the sinking fund and consequent amortization of the\noutstanding bonds of a wastewater collection project undertaken by a metropolitan sewer\ndistrict, whether all authorized bonds have been issued or not, shall be assessed against\nthe benefited properties for benefits conferred. The sum shall include any amounts\nrequired annually to pay trustees' fees, paying agents' fees, co st of administration of the\nwastewater collection project, and the cost of billing, collecting and enforcing\nimprovement benefit assessments, including fees of proper governmental bodies incident\nto placing assessment bills on tax statements, and collectin g, enforcing and remitting\nsame. If the board of a metropolitan sewer district in relation to a wastewater collection\nproject has determined that all benefited properties within classified zones are\nsubstantially equally benefited, the same assessment levy  shall be made against each\nbenefited property within a classified zone. Otherwise the sum required to be raised\nannually for the sinking fund shall be assessed against the property benefited in the\nproportion that the assessed value of each lot or parcel for city taxation shall bear to the\nwhole assessed value of the benefited properties, as shown by the records upon which city\ntaxation may, from time to time, be based. Where there is no such record, as in the case of\npublic property, or property owned by religious, charitable, or educational institutions, the\nsame (except that owned by the United States government) shall be specially assessed by\nthe proper assessing officers, and for such special assessment reasonable compensation\nmay be made.
