{"data":{"id":"us-ky/krs-107.370","jurisdiction":"us-ky","citation":"KRS 107.370","heading":"Powers of board.","body":"In addition to its general powers specified in KRS 107.310 to 107.500, the board, after\napproval of any proposed project by resolution of the fiscal court, shall have power to\nfinance and construct buildings and related facilities for the joint or separate  use of any\none (1) or more of the governmental units within the territorial limits of the county, or of\nfederal agencies, and to convey or lease said buildings and facilities in whole or in part, or\nspace therein, to said governmental units or federal age ncies in accordance with the\nprovisions of KRS 107.310 to 107.500. The board may cause any such building and\nrelated facilities to be designed in anticipation of reasonably foreseeable future needs; and\nto the extent the capacity thereof may be surplus to needs existing at the time of\noccupancy, such surplus capacity may be leased to nongovernmental persons or parties,\nsubject to cancellation upon reasonable notice when such capacity or facilities shall be\nrequired for the purposes of governmental units. Sa id board shall have the government,\nmanagement, regulation, control and operation of any buildings financed, constructed and\nleased pursuant to the provisions of KRS 107.310 to 107.500 and shall have the power to\nimprove, reconstruct, repair and maintain s aid buildings and all additions thereto;\nprovided, however, that the board may contract with the lessee of any building for the\nmaintenance and operation of such building. The board shall also have power, acting in\nthe name of the district, as follows:\n(1) To condemn, appropriate, lease, rent, purchase and hold any real estate, regardless\nof whether the same be then held for a governmental or public use, and materials or\npersonal property needed or deemed useful in connection with buildings constructed\nor to be constructed pursuant to KRS 107.310 to 107.500;\n(2) To enter upon any lots or lands for the purpose of surveying or examining the same\nfor a proper public purpose under KRS 107.310 to 107.500;\n(3) To design, order, contract for and construct, reconstruct and maintain such buildings\nand related facilities and to make all necessary or desirable improvements to the\ngrounds and premises under its control;\n(4) To determine, allocate and adjust space in said buildings to be used by any\ngovernmental unit;\n(5) To construct, maintain and operate auditoriums, public meeting places, and parking\nfacilities in conjunction with or as a part of said buildings;\n(6) To operate any such buildings, to receive and collect any moneys due on account of\nsuch operation or othe rwise relating to such buildings and to expend such moneys\nfor proper purposes; and in connection therewith to let concessions for the operation\nof restaurants, cafeterias, public telephones, news and cigar stands, and vending\nmachines, the above concessio ns for operations of said restaurants, cafeterias,\npublic telephones, news and cigar stands and vending machines shall be let on open\nand competitive bidding, and to employ such managers, superintendents, architects,\nengineers, attorneys, auditors, clerks,  foremen, custodians, and other employees, as\nit may deem necessary for the proper carrying on and operation of any such\nbuildings and to fix compensation of all such employees; provided, however, that\nno contract of employment shall be made for a longer f ixed period than four (4)\nyears, but may be extended or renewed from time to time thereafter;\n(7) To make and enter into all leases, contracts and other agreements necessary or\nincidental to the performance of its duties and the execution of its powers und er\nKRS 107.310 to 107.500.","path":["KRS Chapter 107"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=27182","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:09Z","sha256":"ab896a0c16f7f2a0f30b0c4f31dd430f8ae7bf04b890fcaad65fdace6db58bbd","source_id":"us-ky","stale":false,"prev":"us-ky/krs-107.360","next":"us-ky/krs-107.380"},"notice":"GroundRules: Original legal text.
