The county clerk shall then see that the co unters\nreferred to in KRS 117.125(1)(q) and (r) are set at zero, and shall lock the operating\ndevice and mechanism and the devices protecting the counters and ballots, which shall\nthen be covered with a tamper -resistant seal.
