An independent, or poli tical\norganization, or political group candidate may be nominated at a special election by a\npetition of electors qualified to vote for him or her. The independent, or political\norganization, or political group candidate shall not be a registered member of  a political\nparty prior to the filing of the petition as prescribed in KRS 118.770.
