{"data":{"id":"us-ky/krs-12.112","jurisdiction":"us-ky","citation":"KRS 12.112","heading":"Relief funds -- Annual report and analysis by administrator to the","body":"Legislative Research Commission -- Content.\n(1) As used in this section, \"relief fund\" means a fund created on - or off -budget by\nstatute, a government agency, cabinet secretary, ap pointed or elected official, or\nagency head to accept and expend funds received from any source for the purpose\nof providing relief to individuals and entities impacted by an emergency.\n(2) The agency head, cabinet secretary, or appointed or elected offici al that administers\na relief fund shall provide a report and analysis of all relief funds to the Legislative\nResearch Commission no later than the end of each fiscal year.\n(3) The analysis and report of relief funds shall include but not be limited to:\n(a)  A list of the total funds received or pledged, containing the following\ninformation:\n1. The type of entity, such as business, nonprofit or charitable\norganization, or individual; and\n2. The state and country of origin of the entity;\n(b) A list of the exp enditures or obligated or encumbered funds from the relief\nfund by:\n1. Recipient;\n2. Type of entity;\n3. Total amount disbursed;\n4.  Dates of issuance;\n5. Method of delivery; and\n6. Purpose of assistance;\n(c) The statutory and constitutional authority to raise revenue and expend funds\nfrom a state agency to individuals and entities absent an appropriation as\nrequired by Section 230 of the Constitution of Kentucky;\n(d) The program or fund guidelines, application , and procedures established for\nindividuals and entities seeking assistance from the relief fund;\n(e) The program or fund guidelines and procedures established for the allocation\nof funds, including:\n1. The composition of each board, commission, or govern ing body created\nto administer the fund or program;\n2. The roles, assigned responsibilities, and authority of the entities\ninvolved in the administration of funds;\n3. Any standards or procedures used to determine:\na. Award amounts;\nb. Eligibility criteria;\nc. Types of assistance;\nd. Prioritization of applications; and\ne. Fraud and risk mitigation procedures for administration of the\nrelief fund;\n(f) Any solicitation, analysis, and evaluation procedures for obligation of funds\nfor future expenditures for lon g-term recovery projects or partnerships with\npublic and private organizations; and\n(g) Any plans for use of future receipts, and a timeline for dissolution of the\nprogram and fund.","path":["KRS Chapter 12"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=53477","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:28Z","sha256":"90c21edacc9029b5f673d3cb0728666104e07b4060d52c0ce4afe38d81f498a9","source_id":"us-ky","stale":false,"prev":"us-ky/krs-12.110","next":"us-ky/krs-12.120"},"notice":"GroundRules: Original legal text.
