{"data":{"id":"us-ky/krs-12.505","jurisdiction":"us-ky","citation":"KRS 12.505","heading":"Legislative findings for KRS 12.500 to 12.520.","body":"The General Assembly finds and declares that:\n(1) Faith-based and community nonprofit organizations are indispensable in meeting\nthe needs of our poor and disadvantaged citizens, and by embracing and partnering\nwith these organizations, the capacity of gov ernment to respond to its citizens is\nstrengthened;\n(2) Faith-based and community nonprofit organizations should have full opportunity to\nparticipate in federal and state government funding for services directed at reducing\npoverty, improving the lives of low-income and vulnerable adults and children, self-\nsufficiency, and rehabilitation;\n(3) It is necessary to ensure that:\n(a) The rights and protections granted by the United States Constitution, the\nConstitution of Kentucky, and all amendments thereto are respected and\npreserved by all entities that receive government funding;\n(b) Faith-based and community nonprofit organizations have equal opportunity to\nseek government funding for social service programs and that these social\nservice programs remain separ ate from other inherently religious activities,\nincluding but not limited to worship, religious instruction, and proselytization;\n(c) Faith-based and community nonprofit organizations do not discriminate\nagainst beneficiaries or potential beneficiaries of government-funded social\nservice programs on any basis prohibited by law, including but not limited to\ndiscrimination based on religion, religious practices, or beliefs; and\n(d) Faith-based and community nonprofit organizations have the capacity to\neffectively and efficiently manage government funds for social service\nprograms, to perform program and service evaluations, and to report outcomes\nsimilar to any entity that receives government funding; and\n(4) Communication, coordination, and technical assistan ce at the highest level of state\ngovernment is needed to enhance the opportunities for faith -based and community\nnonprofit organizations to provide needed social services to our citizens.","path":["KRS Chapter 12"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=684","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:29Z","sha256":"487db2ca34608dc73316cf11f4e2e10bc762ddb30cfbfebc3c43192ae2e7dd03","source_id":"us-ky","stale":false,"prev":"us-ky/krs-12.500","next":"us-ky/krs-12.510"},"notice":"GroundRules: Original legal text.
