{"data":{"id":"us-ky/krs-132.380","jurisdiction":"us-ky","citation":"KRS 132.380","heading":"Examination of candidates for property valuation administrator --","body":"Certificate.\n(1) (a) Before any person's name shall appear before the voters on election day as a\ncandidate for the office of property valuation administrator in any primary or\ngeneral election, except a current property valuation administrator already\nqualified as a candidate to succeed himself or herself in office, or before that\nperson may be appointed property valuation administrator, except as an\ninterim appointee as provided  by KRS 132.375, that person shall hold a\ncertificate issued by the department, showing that he or she has been\nexamined by the department and is qualified for the office.\n(b) All certificates issued shall expire one (1) year from the date of issuance.\n(c) The examinations shall be written and formulated so as to test fairly the\nability and fitness of the applicant to serve as property valuation\nadministrator.\n(d) The department shall hold the examination at a central location during the\nmonth of November o f each year immediately preceding each year in which\nproperty valuation administrators are to be elected.\n(e) The department shall, at least thirty (30) days prior to the examination, issue a\nstatewide press release announcing the examination and post the\nannouncement on the department's website.\n(f) Any person desiring to take an examination shall appear at the time and place\ndesignated.\n(2) (a) If, after the giving of the examination, as provided in subsection (1) of this\nsection, there is no person quali fied to be a candidate in the county, the\ndepartment shall hold a second examination.\n(b) Applicants from only those counties having no person qualified shall be\neligible to take the examination.\n(c) Notice of the second examination shall be made by issuin g a press release in\nthose counties and posting an announcement for the examination on the\ndepartment's website at least fourteen (14) days prior to the second\nexamination.\n(3) (a) If no qualified candidate files for the office, a special examination shall be\ngiven at a time determined by the department.\n(b) Notice of and registration for the special examination shall be provided in the\nsame manner as provided in subsection (2) of this section.\n(4) (a) Whenever there is a vacancy in the office of property valuation administrator\nto be filled by appointment or by election, and there is not more than one (1)\nperson holding a valid certificate and eligible for appointment or election, th e\ndepartment shall hold a special examination for applicants seeking a\ncertificate for the office.\n(b) If, after the giving of a special examination, only one (1) person is qualified,\nthe county judge/executive may request a second examination.\n(c) Notice of and registration for the special examination shall be provided in the\nsame manner as provided by subsection (2) of this section.\n(5) (a) Examinations shall be given and graded in accordance with rules of the\ndepartment published at the time of the examination.\n(b) Within ten (10) days after the examination, a certificate of fitness and\nqualification to fill the office of property valuation administrator shall be\nissued by the department to each person passing the examination.\n(6) Notwithstanding subsecti ons (2) to (5) of this section, if there is not a qualified\ncandidate for property valuation administrator of a county before the filing deadline\nfor the primary election, the department shall continuously hold the examination\nuntil the earlier of:\n(a) At least two (2) persons for that county are certified by the department; or\n(b) Thirty (30) days prior to the certification of candidates for the regular election\nunder KRS 118.215.\n(7) Examination records shall be preserved by the department for twelve (12)  months\nafter the examination, and the record of any person who took the examination may\nbe seen by him or her at the office of the department in Frankfort, Kentucky.","path":["KRS Chapter 132"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=56969","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:24Z","sha256":"c907b245ce66bce77a45024291622ba7218cdf9053e4449c76d7a42795e90a0d","source_id":"us-ky","stale":false,"prev":"us-ky/krs-132.375","next":"us-ky/krs-132.385"},"notice":"GroundRules: Original legal text.
